Design and delivery of digital maturity assessment framework for healthcare providers

Objective

The main objective of the assignment is to provide the Hub with a stand-alone framework for the administration of a digital maturity assessment, to include process methodology, implementation guide and multi-modular questionnaires. The assessment framework will encompass the following considerations:
1)Digital strategy & investments, 2) digital readiness, 3) human centric digitalisation, 4) data management &
security, 5) interoperability, 6) green digitalisation.

The green digitalisation category will focus on the use of digital technologies to improve environmental sustainability and the inclusion of circularity. In addition, the assessment tool will also need to collect basic information on institutional clients.

In line with the requirements of the assignment, the following sub-objectives are thus envisioned:

1. Design, development, and delivery of a comprehensive digital maturity assessment framework, inclusive of methodology, implementing instructions and multi-modular questionnaire,

2. Administration of pilot assessment in order to validate methodology and fine-tune instruments and approach, as needed,

3. Consolidation and presentation of final framework package.

Scope of Work 

Under the overall supervision of the responsible Hub unit (SSST), and in collaboration with interested partners, the Service Provider will be responsible for the implementation of the following:


Activity 1. Submit inception plan


At this stage, the Service Provider will submit their inception plan consisting of a detailed timeline for the delivery of critical activities as well as any addition/changes to proposed approach, based on discussions with relevant stakeholders or changes in the operating environment. The implementation plan is subject to review and approval by the responsible Hub unit and will closely follow the delivery timeline as laid out in the Terms of Reference.


Activity 2. Design, develop and deliver digital maturity assessment framework and supporting documents.


Once the implementation plan has been approved, the Service Provider will initiate the development of the assessment methodology, in line with relevant EU best practices and models. The ultimate objective of the digital assessment process, to be facilitated via the assessment framework, is to help healthcare providers understand their level of digital readiness and maturity across all of their operations, helping inform efforts at developing customised digitalisation roadmaps for client organisations. Thematic focus is on healthcare providers and their specific demands when it comes to digitalisation of services, processes, and products. Accordingly, the methodology and tools should consider the specificities of the healthcare mandate and its business model. While the methodology will initially be used for assessing the digital maturity of private healthcare providers, it is envisioned for use in the public sector as well. As noted above, the assessment framework will encompass the following considerations:


1) Digital strategy & investments,

2) digital readiness,

3) human centric digitalization,

4) data management & security,

5) interoperability,

6) green digitalisation.


The green digitalisation category will focus on the use of digital technologies to improve environmental sustainability and the inclusion of circularity. In addition, the assessment tool will also need to collect basic information on institutional clients so this will need to be reflected in the relevant documents. The methodology itself will need to describe in detail the process of assessing organisational digital maturity, as well as explain how the data collected will contribute towards the final desired outcome. The methodology will be accompanied by a detailed step-by-step implementation guide as well as a questionnaire that will be used to collect data. All of the deliverables will be subject to quality assurance by the SSST Unit as well as external consultant that will be contracted to provide process oversight.


Activity 3. Administer pilot assessment


At this stage, the Service Provider will be required to pilot the assessment framework in a preselected healthcare organisation in order to assess both the ability and responsiveness of prospective clients as well as the relevance and quality of the methodology and implementing tools. SSST will provide the Service Provider with access and will help support th e process as and when required.


Activity 4. Consolidation and presentation of final framework package


Once the pilot assessment has been carried out and results have been recorded and analysed, the Service Provider will make the necessary fine tuning of the methodology and implementing tools. Any additional consultations that may need to be carried out will take place at this stage.


Once this is completed, the Service Provider will refine the final composition and text of deliverables.

Minimum Eligibility and Qualification Criteria

Eligibility and Qualification will be evaluated on Pass/Fail basis.

Legal Status: Private individual (Candidate must not be registered as a legal person, but a private individual).
Candidate Profile: Bidder information (Personal information, confirmation on citizenship and CV).

Previous Experience: Minimum 1 contract of similar nature and complexity implemented over the last 5 years (Contracts /client statements on satisfactory performance/other relevant documents confirming satisfactory delivery of results submitted).
